Cabinet minister Malcolm Turnbull says MPs should remember they are spending other people's money and must use it properly.

Mr Turnbull said Bronwyn Bishop made some errors of judgment but ultimately did the right thing resigning as Speaker.

"The most important thing is that it is taxpayers' money and to use it responsibly and prudently and use no more than you need to do your job," he told ABC radio.

Mr Turnbull suggested Mrs Bishop was responsible for sparking the controversy.

"She didn't have to get a helicopter to Geelong," he said.

Mr Turnbull said he disliked the word entitlement preferring to describe them as business expenses.

"We are not entitled to anything."

Mr Turnbull supported the review into the entitlements system because it could clear up ambiguities.

"But I really think that the fundamental principle is often one of commonsense."
