Federal Justice Minister Michael Keenan is to deliver an address on the government's counter-terrorism strategy, focusing on a new wave of terrorism facing Australia.

The government's Countering Violent Extremism program will be a key feature of the Lowy Institute address in Sydney on Friday.

The speech will come two months after Mr Keenan was appointed as minister assisting the prime minister on counter terrorism.

Mr Keenan's role is to ensure the government's extensive security and non-security efforts to combat home-grown terrorism are well co-ordinated and effective, according to Prime Minister Tony Abbott.
