Key decisions made at the COAG meeting

Scott Morrison and the state and territory leaders have discussed national security, health and population at the Council of Australian Governments meeting.

KEY OUTCOMES FROM COAG:

* POPULATION: Permanent migrant intake is likely to stay at 160,000. Treasurers will meet in February to start work on a "framework" including states' needs for skills, population planning and data sharing. Recognition that migration is vital to the economy and enriching Australian culture.

* DROUGHT: New national drought agreement signed, focusing on long-term risk management, preparedness and resilience.

* INDIGENOUS: Indigenous leaders to be involved in a new Closing the Gap strategy with revised targets. A new Ministerial Council on Closing the Gap will be set up.

* HEALTH: Work continues on a new health and hospitals agreement to be approved by the end of 2019 and operate from July 2020 to June 2025.

* CYBER BULLYING: Support for the principle of the "right to be forgotten" for victims. Next COAG in Brisbane to receive a report on how to do this.

* BUSINESS: States and territories commit to setting a date for an initiative to pay 80 to 100 per cent of invoices under $1 million from small businesses within 20 calendar days.

* SECURITY: State and federal electoral commissions to improve the resilience of voting systems to cyber attacks and foreign interference.

* DRONES: Proposal to improve laws cracking down on the use of drones by terrorists, for invading privacy and endangering aircraft.

* TERRORISM: Defence force and police to take part in a national counter-terrorism exercise.

* DISASTERS: Work is under way on a national public safety mobile broadband capability.
