The government has sought to gag a Labor motion of no-confidence in Special Minister of State Mal Brough.

Opposition Leader Bill Shorten told parliament that if the prime minister would not sack Mr Brough over the Ashby affair then the house needed to take its own action.

"In the last two weeks we have seen the Special Minister of State mislead the parliament," Mr Shorten said on Thursday.
