European Union leaders are discussing the worsening refugee crisis in the Mediterranean in Brussels.
A draft statement ahead of a leaders' summit says they will undertake systematic efforts to identify, capture and destroy vessels before they are used by traffickers.
It says leaders are also considering a military operation against human traffickers in Libya, in the biggest effort yet to halt the deadly flow of refugees trying to reach Europe by sea.
