The International Committee of the Red Cross says essential services in many areas in Syria are breaking down.
The ICRC says many residents are living in overcrowded conditions, without electricity or water supplies or rubbish collection.
The ICRC's Rima Kamal is in Damascus.
She says it's difficult for humanitarian organisations to reach many areas, and it's been months since the ICRC has been into the rebel-controlled area where chemical weapons were allegedly used last week.
