The 26-year-old has failed to live up to expectations since he moved from Auckland-based NRL club the Warriors last summer and Red Devils owner Marwan Koukash appears to have run out of patience.
Locke lost the fullback spot at Salford to home-grown product Niall Evalds and is currently sidelined following knee surgery.
He is under contract with the Red Devils until the end of 2017 but looks unlikely to see it out as Koukash abandons his policy of big-name recruitment.
"I will even listen to offers for Kevin right now," Koukash told the Manchester Evening News.
"Big names do not mean anything to me any more.
"Some who have come to this club have hardly given the club anything in return.
"Why would I want to ruin the chemistry of what is a very good and strong squad by bringing in what I term 'big-time Charlies'?
"This will not happen again."
The injury-hit Locke has made just 13 appearances since making his Salford debut at Huddersfield last July and hinted at making a cross-code switch earlier this year until the Scottish Rugby Union pulled the plug.
