An international rights group says an independent report into the violence at the Manus Island detention centre ignores the role of the Australian and Papua New Guinean governments in the violence that led to the death of an Iranian national.
The Cornall review has found several local employees, representing the various service providers including the Salvation Army and G4S, were responsible for inflicting injuries on Reza Berati.
It's alleged the 23-year-old was struck from behind, kicked and had a rock dropped on his head, before dying of heart failure while being treated by medical staff.
