The Minister has revealed the identity of the asylum seeker as 23-year-old Iranian, Reza Berati.

He said a PNG police investigation will consider potential criminal behaviour and the need for a coronial inquiry.

Minister Morrison urged those with evidence of the deadly violence to come forward.

He said the government's policies on offshore detention would continue.

"Our measures are active and will continue to be ctive. We will be eternally vigilant in these things."

Mr Morrison also announced an independent inquiry has been launched into violence.

A former senior public servant will head an independent review of an incident at the Manus Island detention centre in which an Iranian asylum seeker died and 62 others were injured.

The former secretary of the attorney-general's department Robert Cornall undertook a previous inquiry under the Labor government into sexual abuse allegations on the Papua New Guinea island.

The terms of reference will be released on Monday.

"There are many questions that need to be answered," Immigration Minister Scott Morrison told reporters in Canberra on Friday.

"This was a very serious incident and it is one that will take some time to collect information to determine the facts and get the answers we are all intent on getting."
