Labor's incoming national president Mark Butler says he will seek to give more power to rank and file members.

Mr Butler, the federal shadow environment minister, was formally declared winner of the presidential ballot on Wednesday.

Barrister Tim Hammond and Victorian MP Jane Garrett will be vice-presidents.

Mr Butler said in a statement on his website it was an honour to be elected.

He campaigned on giving members a direct say on selecting Labor candidates for the Senate, legislative councils and delegates to the national conference.

"This ballot and the (federal) leadership ballot of 2013 clearly demonstrates that providing greater direct influence to rank and file members helps to energise the party, improving our campaigning ability on the ground," Mr Butler said.

He said the July national conference would be an opportunity to heed the calls of previous reports on party reform.

The ballot win is also being seen as a sign of the Left's growing influence within the party organisation.
