Law and order and education are set to dominate talks at day two of the Victorian Liberals' conference as the party gears up for the 2018 election.

Victorian Opposition Leader Matthew Guy is set to outline his plan to beat Labor following the ALP's shock by-election loss to the Greens.

Law and order and education are expected to dominate day two of the state Liberal conference at Lardner on Sunday, as the party strategises on ways to capitalise on the government's by-election loss in Northcote.

The opposition is also likely field to questions about internal divisions, including issues with Liberal Party fundraising arm the Cormack Foundation, which has been withholding about $1.5 million amid a rift with state president Michael Kroger.

Federal deputy leader Julie Bishop addressed the conference on Saturday, with talks focused on energy security, water, regional development and agriculture ahead of the 2018 state election.
