The Abbott government is proceeding with the sale of Medibank Private and expects the health insurer will be listed on the Australian Securities Exchange at the end of the year.

The sale through an initial public offering in December will offer shares to retail investors and Australian and international institutions.

The federal government expects to lodge the Medibank Private prospectus with the Australian Securities and Investments Commission in late October.

Details of the offer structure will be provided in the prospectus.

All Australians will be given the opportunity to pre-register for a prospectus towards the end of September.

Proceeds from the sale would be reinvested into infrastructure through the government's asset recycling initiative, Finance Minister Mathias Cormann said in a statement on Friday.
