More guns needed to combat terror: police

More guns and specialist training are needed to combat the risk of terror attacks in NSW, according to the police union.

NSW police officers should be further trained and equipped to face deadly terror threats like the Sydney siege, their union warns.

Active shooter training and long firearms should become part of the repertoire to combat the threat of stand-alone terror attacks, the Police Association of NSW says in its pre-election submission to contesting political parties.

All officers must be trained to act quickly and appropriately.

"The traditional methods of containment and negotiation, or buying time until specialist teams can arrive, is not effective," according to the paper released on Monday.

"Every moment of delay can result in more casualties."

Police cars, therefore, should be equipped with long arms to help officers respond to shooting attacks.

The union also wants to introduce non-parole periods for more child sex offences and harsher penalties for those who breach bail.

The consequences for doing so are often minimal or non-existent, it argues.

"This makes a mockery of the conditions set by a bail authority designed to protect the community," the submission says.

"It is troubling there is little deterrent from breaching these conditions."

PANSW has also called for $50 million to upgrade police stations within two years and additional funds to buy 3D laser scanners to investigate crime scenes and accidents.

Officers should also be equipped with smartphones and tablets, and wear new body armour and more body-worn video.
