Model and TV personality Sarah Murdoch has thrown her support behind the Abbott government's call for an end to the "age of entitlement".

Speaking in Sydney alongside federal Social Services Minister Kevin Andrews at the launch of a national initiative called Opportunity Child, she said families needed to be empowered.

"I believe the minister is right about the government's sentiment that it is time to end the age of entitlement," she said.

"Our focus should be on better empowering families and communities."

The successful TV presenter is married to Lachlan Murdoch, the frontrunner to take over the News Corp business empire.

The Opportunity Child program aims to reduce early childhood vulnerability.

It will aim to build a $30 million capital fund from community groups, philanthropists, the private sector and government to spend on child services.

Ms Murdoch says the community-led initiative will be a "game changer" for vulnerable children.

"I find it hard to believe that in a wealthy country like ours, around 22 per cent of children in Australia are vulnerable when they begin primary school," she said.

"(These are) kids that we know often won't catch up."

Mr Andrews said the new group will focus on early intervention, something he says he is particularly passionate about.

"One of the things I want to do in terms of this whole area ... is to place a renewed emphasis on prevention and early intervention," the minister said.

"For far too long we have given lip service to these concepts."
