NBN Co aims to double the number of National Broadband Network (NBN) users over the next 12 months to 480,000.

CEO Bill Morrow says the company wants one million premises eligible for connection by the end of June next year, up from 552,000 as of the end of June this year.

The expansion would extend eligibility to one in every 10 homes and businesses, Mr Morrow said at an annual results announcement in Sydney on Thursday.

The results show the number of active NBN users tripled during the last financial year, hitting 210,000.

Work is either complete or in progress at 1.4 million premises.

"We have stabilised the existing rollout, strengthened our relationships with our construction partners and are making significant headway in transforming the company," Mr Morrow said.

He added that he was proud of the company's resilience in a turbulent political environment, which included three federal elections that had each left the NBN's fate "hanging in the balance".

Labor initially wanted to connect high-speed fibre cables to 93 per cent of Australian premises, but the coalition government favours a more even mix of technologies, including fibre-to-the-node and hybrid fibre-coaxial.

NBN Co's results showed telecommunications revenue rose fourfold during the financial year to $61 million, with average revenue per user stable at $37.34 per month.

The company spent $2.5 billion in capital expenditure and $1.1 billion in operational expenditure.
