Nine of the 15 people arrested during pre-dawn anti-terrorism raids in Sydney have been released while a second man has been charged with offences.

Omarjan Azari, 22, of Guildford, was the first to be charged and faced court accused of preparing for a terrorist act.

He was refused bail on Thursday.

A 24-year-old man from Merrylands in the city's west was charged on Thursday night with the possession of an unauthorised weapon and possessing ammunition without a licence.

He has been bailed to appear at Fairfield Local Court on September 24.

"Police stress that this investigation remains active with the principle focus on community safety and preventing any form of terrorist activity on Australian soil," police said in a statement.

Two women were also issued with future court attendance notices but police could not provide details on what they were accused of.
