There were no specific threats made against Prime Minister Tony Abbott by the man fatally shot by police in Melbourne, police say.

Australian Federal Police acting commissioner Andrew Colvin said the investigation was in its early stages but there was no specific threat.

"There were no specific threats made," Mr Colvin told reporters in Melbourne on Wednesday.

"Police and security agencies in this country do not have any information of any specific threats and we didn't have information of a specific threat on this occasion."

Media reports suggested the man had made specific threats against Mr Abbott.
