Opposition Leader Bill Shorten insists Labor has zero tolerance for criminal behaviour, ahead of a new report detailing almost 1000 breaches of federal workplace laws.

The Fair Work Building Industry Inspectorate report, due to be tabled in parliament on Thursday, confirmed the "disturbing reality that had been obvious in the building industry for far too long", Employment Minister Michaelia Cash told The Australian.

"We will look at the report but we have no tolerance for criminal behaviour," Mr Shorten told reporters in Canberra.

Court penalties levelled against unionists for right-of-entry breaches jumped tenfold in 2014-15, the report is expected to say.

There was also a 50 per cent rise in legal action, mostly directed at the CFMEU, with Queensland a hot spot for new complaints.
