The NRL says it will look carefully at the report from the Canterbury doctor after James Graham returned to action following a head injury in the Bulldogs win over Melbourne in Perth on Saturday.
Graham was taken from the field in the first half after a head clash in his side's 40-12 victory over the Storm.
The England international came back on after passing a SCAT3 cognitive test by the Bulldogs' medical team within the 15-minute time frame, but appeared to be still struggling from the effects of the incident during the game.
"We will examine every incident where a player has to undergo a SCAT3 protocol or sustains a head injury and this one is no different," the NRL's head of football Todd Greenberg said on Sunday.
"At the moment we can't say anything more than that."
Clubs send the NRL documentation of any test, which is digitally obtained and then saved to a hard drive, on a Monday morning.
This information details what the player was asked by the doctor and how they responded.
Should the NRL feel there are any discrepancies then they can request more information, something they have already asked from the Bulldogs this season.
Des Hasler's side, Parramatta and Penrith were all issued with 'please explain' notices following incidents in round two when players appeared to be on the field despite showing the effects of concussion.
Greenberg said he hoped to wrap up those findings this week with clubs in danger of losing premiership points and heavily fined should they be found to have acted in an improper manner.
