A Rebels bikie boss has been charged with the murder of a respected car builder who was gunned down outside his NSW Central Coast shop last year.

Laurie Starling, 29, was shot while sitting in his ute outside his West Gosford business The Chop Shop on July 24.

Police believe that Mr Starling was caught up in a feud between two organised crime figures.

Police arrested the president of the Rebel Windsor Chapter on Friday at his Kingswood home in Sydney's west and seized a number of items from the 35-year-old's home and another property in Quakers Hill.

He's been charged over Mr Starling's murder and has been refused bail.

He is due to front Penrith Local Court later on Friday.

Detectives had already charged an alleged former Rebels bikie, Timothy Steven Rolfe, over the murder in April.

Homicide detectives told AAP at the time they believed three men were involved in the shooting.

Mr Starling was a well-known and popular motor industry figure involved with the annual Canberra-based motor festival, Summernats.

The young man left behind his brother, Jamie, and father, Robert, and friends who have worked passionately to keep his legacy alive.

The family has set up the Laurie Award, which provides recipients with training and education in car fabrication.
