The Baird government has pledged to crack down on "union rorts" pushing up NSW electricity prices.

Treasurer Andrew Constance said it was unacceptable that unions had negotiated "very generous" wage deals with former Labor governments for electricity workers amid ongoing power bill price rises.

"Enough's enough," he told a budget estimate hearing on Friday.

"I make no apologies for identifying what I regard to be union rorts in the electricity industry in this state and fighting hard for consumers."

He said one worker used a government car and a petrol card to drive to the Northern Territory to go fishing.

"That's the type of stuff which gets up the nose of the community," he said.

Mr Constance used much of the hearing to spruik the government's plan to partially privatise the state's electricity distribution network, commonly referred to as the "poles and wires".

The government will take its plan to lease 49 per cent of the network to the March election and claims the transaction will raise $20 billion, to be spent on infrastructure projects.

When pressed on the accuracy of that figure, Mr Constance conceded it was an "initial estimate".

Mr Constance said the lease would help bring down power prices.
