NZ houses to undergo 'fitness' tests

New Zealand has launched a Warrant of Fitness scheme for state houses, and the first 500 will be assessed by July.

The New Zealand government has launched a trial Warrant of Fitness scheme for state houses.

Housing Minister Nick Smith says 500 homes will go through the test between now and July, and when the regime is in full force every state house will be assessed on a three-yearly basis.

Houses will be checked to make sure they:

* are insulated and dry, including under floor insulation, ventilation and no obvious leaks in the roof or cladding;

* are safe and secure, including for example smoke alarms, handrails or stairs;

* have essential amenities, including functioning power points and a functioning bath/shower and toilet.

Dr Smith is acting on a recommendation from an expert group set up by Children's Commissioner Russell Wills.

The group said high rates of poverty-related child illnesses such as respiratory infections can be reduced by making homes warm and dry.

The government set out to insulate all state-owned houses and the project was completed late last year.
