The federal budget will to dominate parliament's return after a seven-week break.

Treasurer Joe Hockey will deliver his second budget speech on Tuesday evening. But in an unusual step, the Senate will sit on Monday to deal with a backlog of government legislation.

Labor's newest senator Jenny McAllister is set to be sworn in on Monday to replace NSW veteran John Faulkner who has retired.

Ms McAllister, who is also the ALP's national president, was endorsed by a sitting of the NSW parliament on May 6.

The Australian Greens will also report to the chamber on the party's new leader Richard Di Natale and reshuffled portfolios.

Government bills scheduled for debate in the Senate deal with the construction industry, biosecurity and Customs changes.

The House of Representatives will kick off its three-day session on Tuesday with Prime Minister Tony Abbott moving a motion on the centenary of the Anzac landings at Gallipoli.

The government has prioritised the passing of a package of bills to overhaul tax, superannuation and health care on Norfolk Island.

Over the winter session, the coalition will bring forward laws to tackle passport fraud, amalgamate refugee and migration tribunals into a single division of the Administrative Appeals Tribunal and set up a new small business ombudsman.

Leftover budget measures from 2013/14 and 2014/15 dealing with removing biodiesel grants, changing the excise on ethanol and biodiesel and tax and superannuation administration will also come to the parliament.

An additional Senate estimates hearing on Monday will focus on the environment department.

The Senate will receive inquiry reports into community service tendering, private health insurance, immigration laws, out-of-home care, invasive species and proposed Parliament House security upgrades.
