A Victorian taxi driver has terrified his passengers after he donned a mask and spoke of self destruction.

The driver put on a medical mask and gloves before he started speaking in another language, reaching speeds of 140km/hr during two separate trips in Melbourne's east, 3AW reports.

Two passengers reported the driver to the Taxi Services Commission, which is investigating their claims.

"No passenger should be exposed to poor behaviour when travelling in Victoria's taxis," the Taxi Services Commission said in a statement.

Police are also investigating the matter.
