Labor is insisting its tough message on asylum seekers is working in Indonesia, amid reports asylum seekers are asking for their money back from people smugglers.

Immigration Minister Tony Burke says asylum seekers are realising they are not buying a ticket to Australia, but to Nauru or Papua New Guinea instead.

However, a Monash University researcher, Gabriella Sanchez, says even if the boats stop coming for a while, people smuggling will not stop.

Ms Sanchez told Kerri Worthington, people smugglers are simply in a period of adjustment, and will soon be trying different routes.
