The Labor caucus has elected Tanya Plibersek as deputy leader among 11 women in the opposition frontbench team.

Labor leader Bill Shorten will unveil his shadow ministry, but not all of their portfolios, at a media conference in Canberra at 2.15pm (AEDT).

The caucus, which met at Parliament House on Monday afternoon, elected former health minister Ms Plibersek as deputy leader and re-elected Penny Wong as Senate leader.

Ms Plibersek, who hails from Labor's Left faction, was the personal choice of Mr Shorten.

Former prime minister Julia Gillard offered her congratulations to Ms Plibersek on Twitter.

"Congratulations to Tanya Plibersek on becoming Labor's Deputy Leader. A woman of achievement & vision, wit & warmth," she tweeted.

Right faction powerbroker and former minister Stephen Conroy will be deputy Senate leader.

Former ministers Senator Kate Lundy and Warren Snowdown are understood to have been relegated to the backbench.

Labor MP Laurie Ferguson tweeted that Senator Lundy had put in a "magnificent effort" as multicultural affairs minister and was "respected and loved" in the community.

Newly-elected MP for Newcastle, Sharon Claydon, wrote on Twitter there were "11 great women" in the shadow ministry.

Queensland MP Shayne Neumann and NSW MP Michelle Rowland will be first-time shadow ministers.

Chris Bowen is set to take on the shadow treasurer role.
