PM cancellation sad for democracy:Napthine

Victorian Premier Denis Napthine says it's disappointing the prime minister has had to cancel a visit to a university because of the antics of a minority.

Victorian Premier Denis Napthine says it is a sad day for democracy when the prime minister has to cancel his appearance at an event because of protesters.

Tony Abbott and his Education Minister Christopher Pyne were due to visit a Geelong research facility at Deakin University on Wednesday, but called it off after federal police raised concerns about their safety.

The visit was to have coincided with a national day of student protests against the Abbott government's higher education reforms, including removing caps on fees universities can charge.

Dr Napthine was in Geelong earlier on Wednesday opening a new shopping centre, where a small group of protesters chanted outside about federal budget cuts to pensioners, health and education.

He said it was disappointing Mr Abbott could not attend the university event because of the antics of a minority.

"I'm advised that the prime minister was given clear advice by the Australian Federal Police that it was a risk situation for the prime minister and for other people who are attending functions here," he told reporters.

"I think it's a sad day for Australian democracy that the Prime Minister can't attend important events in our country because of the threatening behaviours of a small minority.

"People are free to protest in Victoria and Australia, we are a democracy, but they must behave, act within the law and allow others to go about their lawful business, including the prime minister of the country."

Dr Napthine is still expected to attend the university event.

He said he will meet Mr Abbott later on Wednesday to discuss his concerns about budget cuts affecting Victoria.
