Prime Minister Tony Abbott is outraged an Australian doctor has joined Islamic State extremists.

Registered Adelaide doctor Tareq Kamleh has appeared in an IS propaganda video calling for Muslim health professionals in the West to join him in the extremist group's stronghold in Raqqa in Syria.

"Doctors should be saving life not taking life, that is at the heart of the medical ethos," Mr Abbott told reporters in France.
