Prime Minister Tony Abbott should explain to the public if he's about to send more troops to Iraq, the opposition says.

Mr Abbott is talking with coalition counterparts about a possible boost to Australia's involvement in the war-torn country.

"If the prime minister is saying that there should be some change in the role of Australian operations in Iraq he needs to explain himself," shadow attorney-general Mark Dreyfus told ABC radio on Friday.

Mr Dreyfus also criticised Mr Abbott's warning that the Islamic State group was coming for every person and government with its "submit-or-die" message.

Leaders should be careful of speaking irresponsibly, he said.

They should not add to the power of terrorists with such language, and risk alienating some parts of the community.

"Terrorism feeds on terror," Mr Dreyfus said.

Cabinet minister Christopher Pyne said Australia had a role to play in stopping IS but wouldn't say whether ground troops should be sent.

"They've shown themselves to be quite resilient and we have to redouble our efforts," he told the Nine Network on Friday.
