Tony Abbott has taken his Northern Australia strategic plan to what he's dubbed the "Great North".

"We can't make the most of Australia if we don't make the most of northern Australia," the prime minister told a Cairns audience on Friday, a day after he launched the 20-year plan.

The plan is for more infrastructure, especially roads, and measures to improve land use and make maximum use of water resources.

The prime minister acknowledged people in the north had heard a lot of politicians talk about what they were going to do.

"Gunnas, that's what you often call us," he said.

"I am absolutely determined that this white paper, unlike so many other vision statements from government, does not simply remain a statement of good intentions mouldering on a shelf in Canberra."
