State and territory leaders have held robust discussions with Prime Minister Malcolm Turnbull in Canberra.
While they failed to reach consensus on a coalition plan to allow states to raise income tax, they did sign an agreement on federal funding for public hospitals which will bring an additional $2.9 billion in exchange for state efforts to improve services.
