Prime Minister Tony Abbott has refused to rule out the possibility of a double dissolution election.

Mr Abbott says the Senate underwent "almost a sea change" during the last parliamentary sitting fortnight but he wants to wait to see what it does when it returns in August.

The Greens, Labor and crossbench worked with the government to pass more than $14 billion worth of savings measures before the winter break.

"The last thing I want to do is call time on this parliament just when it's starting to perform," Mr Abbott told 2GB on Wednesday.

"My job is to do what I was elected to do ... and that is to provide good government for three years."

But asked whether he could use legislation cracking down on unions to trigger a double dissolution election, Mr Abbott refused to rule it out, saying he couldn't predict what the Senate would do in future.

"You've tried to get me to do a lot of things on this program," he told radio host Ray Hadley after being asked to say he'd never call a double dissolution election.

"I'm going to resist your invitations if you don't mind."

The prime minister was optimistic that legislation for a registered organisations commission and the Australian Building and Construction Commission would pass in light of the evidence coming out of the royal commission into trade union corruption.
