Police officers responded to a call from 59-year-old Debra Titus in Massachusetts, who had accidently submerged her truck in the local lake.
Officers arrived to find the vehicle 2.4 metres underwater, with Ms Titus shaken but safe after she managed to swim to safety with her other dog.
"We showed up at the water and saw the vehicle was submerged. We were told a dog was still in it so I did what I felt I should do - go in and get the dog,' officer David Herriman told the Boston Herald.
Herriman said the chihuahua, named Moochie, was unconscious when he found him but soon regained consciousness after a "little squeeze".
"He wasn't moving at all when I first got to him, and then when I got him to the surface, he came to," Herriman told TV station WCVB.
Herriman, a dog owner himself, said he would hope someone would do the same for him in the same situation.
"It's kind of like a family member to most people, and you gotta get it out, if you can. I have an 8-month-old English bulldog named Jax right now...I'd do anything I could for him."
An hour after the rescue he returned to check on the dog's welfare.
"He looked like a little fluff ball," he said.
