Victoria Police are investigating the cause of seven fires following the loss of several homes in Melbourne's outer suburbs and the city's north and northeast.

Fire crews are battling 37 bushfires across Victoria and have issued 13 emergency warnings and two evacuation notices to communities in bushfire-affected areas.

Victoria Police Chief Commissioner Ken Lay said the source of seven fires was being investigated.

He said none of those fires had been categorised as arson.

"It is a matter of just trying to determine what has started these fires," he said.

Mr Lay also confirmed that police spoke with known arsonists ahead of Sunday's extreme fire conditions.

"It is true to say police have visited some people that we know have had a history of lighting fires," Mr Lay said.
