A Liberal MP close to Prime Minister Tony Abbott insists election promises will be kept, despite speculation a temporary income tax levy could be introduced to cut the deficit.

Mr Abbott has copped political heat this week for declining to rule out introducing an $800 a year debt tax for Australians earning $80,000 or more.

But Josh Frydenberg, the parliamentary secretary to the prime minister, said the May 13 budget would not break election promises.

"We'll keep our election commitments but we have been given a fiscal mess," he told reporters in Brisbane on Thursday.

"We will announce a number of initiatives in the budget which will go towards that aim of bringing the budget back into balance - it's a long and arduous task, it's not popular."
