Police locked down the Melbourne University law building following an attempt by two dozen protesters to interrupt a speech being given by the Foreign Minister.
One was arrested after lunging at her car as she left the summit.
The man was arrested in the middle of the street, with a group of a dozen protesters chanting "this is a peaceful protest" and then "let him go" as he was being handled by police.
The police presence follows reports that Ms Bishop and three other Abbott Government ministers had been assigned bodyguards amid the backlash over the federal budget.
Treasurer Joe Hockey, Education Minister Christopher Pyne, junior Defence minister Stuart Robert and Ms Bishop have been assigned Close Personal Protection officers from the Federal Police, Fairfax Media reported this morning.
Immigration Minister Scott Morrison has also been assigned police protection.
Ms Bishop was on campus in Melbourne to open the C20 Summit, the first of the lead-in summits before the G20 in November.
She used the speech to promote the government’s new foreign aid program, as well as rule out discussions on climate change in November.
The protest follows one held earlier this week when Ms Bishop visited the Australian National University in Canberra.
