RBA's Stevens says confidence is worry

The RBA governor said that he doesn't think that even lower interest rates will help boost consumer confidence.

The Reserve Bank governor acknowledges that weaker consumer confidence is a problem for the economy but says there's not much he can do about it.

Glenn Stevens says he doesn't think that even lower interest rates would help solve the confidence problem.

"I've allowed the horse to come to the water of cheap funding, I can't make it drink," he told a parliamentary committee on Wednesday.

"I think it is a question for legislatures, governments and political leadership on all sides to think about what conduct, what measures and what ways of doing things can help create tha confidence.

"You can't make people be confident, I certainly can't make them, and it isn't that I'm unwilling to consider lower rates."

Mr Stevens said many conditions are in place for a stronger rate of growth in non-mining sectors.

"It has actually been speeding up but it would be good if it sped up some more," he said.

RBA deputy governor Philip Lowe said too much weight is being put on the interest rate policy to move economic growth.

"Monetary policy can't drive sustainable stronger growth in our economy, the it's structural reform and entrepreneurship," he said.

"It's really up the political leaders to decide which structural reforms they want to do and how they fit it into their overall budget envelope.
