There are calls for more pressure to be applied to the Papua New Guinea government to resettle refugees into the community.
In a joint report, Human Rights Watch and the Melbourne-based Human Rights Law Centre say two years after the re-opening of the Australian-run Manus Island detention centre, not a single refugee has been resettled.
It says more asylum seekers have died on Manus Island than have been resettled.
It also adds that some refugees are being held indefinitely in poor conditions and are being denied opportunities to work.
