A report by the Productivity Commission says Indigenous Australians are among the segments of society most likely to experience deep and persistent disadvantage.
The working paper examines why some groups are able to recover from temporary setbacks, while others continue to suffer disadvantage.
It found 60 per cent of Indigenous Australians experience multiple deprivations, which is four times the national average of 15 per cent.
One of the authors of the paper, Jenny Gordon, told Brianna Roberts the Commission measured disadvantage by looking at a number of indicators.
