Anti-violence campaigner Rosie Batty is using her murdered son's birthday to urge all political parties to fix the family law system to protect kids.

Ms Batty's son Luke was fatally bashed by his father in front of onlookers in February 2014 at cricket training on Victoria's Mornington Peninsula.

He would have turned 14 on Monday.

His mother wiped away tears as she said it was a difficult day, but she wants his birthday to mean something.

So the former Australian of the year delivered a petition with more than 20,000 signatures calling for a family law system that puts safety first.

Ms Batty handed the petition to senators from the three major parties - Liberal senator Michaelia Cash, Labor senator Claire Moore and Greens senator Richard Di Natale.

The petition outlines a five-step plan that Ms Batty, and the Women's Legal Service Victoria, believe will change the system for the better.
