Opposition Leader Bill Shorten says Tony Abbott has delivered higher unemployment and slower economic growth since declaring "good government starts today" six months ago.

Mr Shorten told the federal Labor caucus in Canberra, at its first meeting since the winter break, that the period had also delivered a fresh coalition attack on workplace conditions.

"It does make you wonder - if the last six months is Mr Abbott's idea of what good government looks like, what on earth does bad government look like?" he said.
