Senior Labor frontbencher Anthony Albanese has talked up his leader Bill Shorten, despite his falling popularity in opinion polls.

"The budget narrative is so different this year from the government than it was last year, in part because Bill Shorten was very effective at highlighting the unfairness of last year's budget," Mr Albanese told Sky News.

Mr Albanese, who lost to Mr Shorten in a leadership contest after Labor's failed 2013 federal election, says fairness remains the fundamental difference between Labor and the coalition.

Mr Albanese appears in an ABC television documentary `The Killing Fields' about the Labor leadership during the turbulent Rudd/Gillard governments that airs this week.

Mr Shorten declined to be interviewed for the program.

Mr Albanese said he wanted to articulate his views personally rather than leaving it to journalists.

"It is ofcourse a bit of history, we have certainly learnt from that history as a political party and certainly we are more united now," he said.
