Labor would support superannuation tax concessions being eased back from high-income earners, says Bill Shorten.

Opposition Leader Bill Shorten is open to the idea of wealthy superannuants losing their tax breaks.

Treasurer Joe Hockey has released a discussion paper on tax reform which canvasses possible changes to taxation on retirement savings including cutting back on generous concessions favouring the rich.

Mr Shorten said on Tuesday the coalition had made a "real mess" of superannuation since coming to power in September 2013, including axing support for low-income earners and freezing the compulsory contribution rate.

Labor wanted to restore the low-income support and put the rate rise back on track, he said.

But beyond that, the government needed to ensure multi-millionaires did not get the same degree of support as other taxpayers.

"It is appropriate to debate that once you have millions of dollars in your superannuation accounts for retirement you simply don't need taxpayer-funded concessions," Mr Shorten told Sky News in an interview from Beijing.

"What Labor wants to see is not the few already well-off getting a disproportionate benefit from the tax concessions but the vast bulk of people who don't have enough being encouraged to save more for their retirement."
