Bill Shorten has accused the Abbott government of undermining the progress of women in its latest federal budget.

The opposition leader says the government should be ashamed for attacking female workers who had negotiated a taxpayer-funded top-up for their paid parental leave.

"The priority of this nation has to be accelerating and advancing the legitimate march of women through every part of our society to equal treatment," he said in Canberra on Thursday.
