Labor leader Bill Shorten is kicking off the election year campaigning in the NSW bellwether seat of Eden-Monaro.

Back from a Christmas break, Mr Shorten on Tuesday will challenge the government on penalty rates, health and the GST.

"We will fight this fight every day until we win," he said in a statement.

The marginal Eden-Monaro seat has been held by the government of the day at every election since 1972.

The three-week campaign will also take Mr Shorten to the Northern Rivers of NSW, Tasmania, North Queensland, the NSW Central Coast, the Northern Territory as well as his home state of Victoria.
