Bill Shorten has skirted around the issue of health funding cuts if Labor wins power on Saturday.

The opposition leader twice avoided ruling out cuts to the health budget during the three-year term of a Labor government.

"We do not foresee a set of circumstances whereby we would be cutting the Medicare offering to Australians full stop," he told ABC radio on Thursday, avoiding reference to other commonwealth-financed health services.
