A single independent body will oversee the integrity of Victoria's thoroughbred, harness and greyhound racing codes.
The Victorian Racing Integrity Unit will be established over the next two years to cover the three racing codes.
A review has also recommended removing the ability to appeal a decision of the Racing Appeals and Disciplinary Board to the Victorian Civil and Administrative Tribunal and establishing a single cross-code RAD board.
Victorian Racing Minister Martin Pakula said the government has accepted in principle the recommendations of the review by Paul Bittar, the former chief executive of the British Horseracing Authority and New Zealand Thoroughbred Racing.
"This is about giving Victorian racing an integrity model that provides rigorous and impartial oversight of the three codes," Mr Pakula said in a statement on Thursday.
Mr Bittar was tasked with the review last year following the greyhound live-baiting scandal.
He suggests establishing an independent private company to oversee integrity.
The three codes will be its shareholders but the unit will have a fully independent board.
Mr Bittar said rule and policy-making powers including licensing and animal welfare should remain with the three codes, with the integrity unit to enforce the rules and associated welfare standards.
Racing Victoria chairman David Moodie said the thoroughbred racing body supported the principle of collaboration between the three racing codes and was considering the report.
Greyhound Racing Victoria chairman Bernie Carolan said the board looked forward to working with all racing codes to implement any further changes to strengthen the sport.
Harness Racing Victoria chairman Dale Monteith said the organisation looked forward to working with the government on the detail associated with the recommendations and remained committed to integrity being a high priority during the consultation period.
