Some of the big spends in Victoria's 2019/20 budget.

MAJOR SPENDS IN VICTORIA'S 2019-20 BUDGET

* $3.8 billion plan to build new hospitals including $1.5 billion for a new Footscray hospital

* More than $1 billion for schools, including 17 new campuses and upgrades for 59 existing schools

* A $27.4 billion suburban transport blitz, including for Sunbury, Cranbourne and Hurstbridge train line upgrades and funding the North East Link

* $615m for regional public transport, including 18 new trains for an upgraded northeast line

* $1.8b for the state's prison network, including 1600 more beds and a new maximum-security jail at Lara

* $1.3 billion to roll out the solar homes package of panels, hot water systems and batteries for home owners and tenants and $27.27 million for the Essential Services Commission to better police energy retailers
