Western Sydney MP Stuart Ayres has been appointed NSW police minister, replacing Mike Gallacher, who resigned amid corruption allegations.

Mr Gallacher quit the ministry last week after the Independent Commission Against Corruption (ICAC) heard claims he hatched a corrupt scheme to funnel illegal donations to the NSW Liberal Party.

Mr Ayres has also picked up the emergency services portfolio from Mr Gallacher.

Premier Mike Baird said Mr Ayres "thoroughly deserves" his new job.

"I know that he will continue to work hard to improve frontline delivery across this state, while delivering in his role as Minister for Sport and Recreation," he said in a statement.

Mr Ayres, 33, entered parliament in 2010 after winning the once safe Labor seat of Penrith in a by-election.

He quickly rose through the ranks of the Liberal Party, being handed the fair trading portfolio in 2013.

He was made sport minister two weeks ago in Mr Baird's new ministry team after Barry O'Farrell's resignation.

Mr Ayres is the partner of federal Liberal minister Marise Payne.

Mr Baird also announced upper house MP Matthew Mason-Cox was being promoted to the cabinet team.

Meanwhile, Treasurer Andrew Constance picks up the industrial relations portfolio and Rob Stokes will take on the Central Coast ministry.

Nationals MP and Roads Minister Duncan Gay will be appointed Government Leader in the upper house, replacing Mr Gallacher.

The premier also announced the appointment of five new Parliamentary Secretaries.
