Sydney asbestos dumper fined $225,000

A man has been fined almost a quarter of a million dollars for dumping waste containing asbestos in Sydney's southwest.

A serial asbestos dumper, who illegally dropped more than 80 tonnes of dangerous waste in Sydney's southwest, has been fined $225,000.

Dib Hanna trespassed on a private property at Picnic Point in April 2012 and dumped the waste containing asbestos.

He also dumped another truckload at a public park owned by the Bankstown Local Council on the same day.

The tip truck driver has previously been prosecuted 11 times and fined more than $200,000 for similar offences.

His fine payment plan extends until 2072.

The latest fine comes 18 months after he was found to have breached a court order by dumping the waste at Picnic Point and given a three-month suspended sentence.

In his judgment, Land and Environment Court judge Brian Preston found Hanna dumped the waste in public to avoid paying tipping fees.

He said, Hanna had "habitually offended .... undeterred by by the multiple penalty notices and the criminal prosecutions" imposed on him.

Hanna pleaded guilty to the four offences relating to transporting poisonous waste and polluting land.

A jail sentence was not available at the time of the offences but has since been legislated by the NSW government because of Hanna's case.

Paul Scott, from Bankstown Council, said Hanna was thought to have committed more than 30 offences across Sydney.

He's calling on the state's Environmental Protection Authority to pursue further convictions.

"It's up to the EPA now ... to pursue that particular legislation against Mr Hanna," he told reporters outside court.

"Our residents are incensed at the fact that this guy just dumped his material between two residential homes in a heavily residential area.

"(He had) total disregard for the health and safety of our residents."

Hanna did not appear for the sentencing.
